Somalia’s House of the People Approves the Somalia Medicines Bill in a Major Legislative Milestone

The Honourable Members of the House of the People of the Federal Parliament of Somalia today convened the 7th session, 25th sitting, chaired by the First Deputy Speaker of the House of the People, Hon. Sacdiya Yasiin Xaaji Samatar.

The session opened with a quorum of 142 Members of Parliament. The primary agenda was the third reading and voting on the Somalia Medicines Bill, which was prepared by the Ministry of Health and Social Care and reviewed by the House Committee on Social Services Development. The Committee presented its report on the third reading and formally requested the House to approve the Bill.

Following deliberations, the House of the People voted on the Somalia Medicines Bill. A total of 141 Members voted in favour, one Member abstained, and no votes were cast against, resulting in the approval of the Bill.

Following the vote, the Minister of Health and Social Care of the Federal Government of Somalia, Dr. Ali Haji Adam, addressed the House and expressed his appreciation to the Honourable Members of Parliament. On behalf of the Ministry of Health, the Minister conveyed his gratitude to the Speaker, the leadership of the House, and all Members for their commitment and responsibility in endorsing this important legislation. He also commended the House Committee on Social Services Development for its technical review, consultations, and continued engagement throughout the legislative process.

The Minister reaffirmed the Ministry’s full commitment to the effective, transparent, and accountable implementation of the Medicines Law once it completes all constitutional procedures. He emphasized that the law will play a critical role in strengthening medicines regulation, safeguarding public health, ensuring the quality, safety, and efficacy of medicines, and protecting Somali citizens from substandard and falsified medical products.

The Somalia Medicines Bill will be formally enacted into law upon completion of the remaining constitutional steps, including review and approval by the Upper House of Parliament and signature by the President of the Federal Republic of Somalia
